IRCC Unveils New Rules For Students Switching DLIs In 2025

Immigration, Refugees, and Citizenship Canada (IRCC) has announced updates to the process for international students transferring schools in Canada for the winter and spring 2025 semesters. These changes introduce more flexibility, allowing students to start studying at their new institutions before receiving an updated study permit, provided specific conditions are met.

To begin studying at a new Designated Learning Institution (DLI) without waiting for a new study permit, international students must:

  1. Be accepted into the new school for the winter/spring 2025 semester.
  2. Submit a study permit extension application to IRCC.
  3. Hold a valid study permit that does not list the new DLI.
  4. Adhere to all existing conditions of their current study permit.

Previously, students were required to wait for their new study permits before starting at a different DLI. This change offers students more flexibility while ensuring they maintain compliance with Canadian immigration rules.

Students planning to apply for a PGWP should be aware of new eligibility requirements. The timing of their study permit application and the level of their new program may impact eligibility:

  • Applications Before November 1, 2024: No field-of-study restrictions for PGWP eligibility.
  • Applications After November 1, 2024: Students must graduate from an eligible field of study if enrolled in non-university or certain university programs.

All PGWP applicants must also meet updated language proficiency requirements. Depending on the type of program, students need to achieve:

  • University Programs: Canadian Language Benchmark (CLB) level 7 in English or Niveaux de compétence linguistique canadiens (NCLC) level 7 in French.
  • College/Non-University Programs: CLB or NCLC level 5 in English or French.

Proficiency must be proven through IRCC-approved language tests.

Conditions for Transfers

Students transferring schools after the winter/spring semester must meet additional conditions to start their new programs before receiving an updated study permit. They must:

  1. Stay in Canada after receiving their admission letter from the new DLI.
  2. Continue fulfilling the conditions of their current study permit.
  3. Transfer due to their previous school either closing, discontinuing their program, being suspended, or losing its designated status.
