Canada Extends Special Work Permit Policy for Iranians

Canada extended a policy letting Iranians apply for open work permits.

Some Iranian nationals in Canada can still apply for special work permits. The government has extended a temporary policy that helps Iranian residents stay longer. This policy now lasts until February 28, 2026.

Who Can Apply?

This policy applies to Iranian nationals who arrived in Canada on or before February 28, 2025. They must have valid temporary resident status. Those applying for a new work permit, work permit extension, or an initial study permit qualify under this policy.

Work Permit Rules

Iranian nationals who qualify can apply for an open work permit. This means they do not need a specific job offer to work in Canada.

  • Open work permits under this policy can last up to two years.
  • Those without an existing work permit can still apply.
  • Applications receive priority processing.

Study Permit Rules

Iranian nationals applying for a first-time study permit also qualify. They can apply for study permits while in Canada. However, they must meet the regular requirements:

However, Iranians who want to extend existing study permits no longer qualify under this special policy. They must follow the standard extension process.

What Has Changed?

Some rules from the earlier version of this policy no longer apply:

  • Visitor Extensions: Iranians can no longer extend their stay as visitors under this policy.
  • Study Permit Extensions: They must now follow normal procedures to extend their study permits.
  • Fee Exemptions Removed: Applications submitted after February 28, 2025, will no longer have fee exemptions. Those submitted before this date still qualify for the earlier fee waivers.

Why Was This Policy Introduced?

The Canadian government first introduced this temporary policy after unrest in Iran. It followed the death of Mahsa Amini in September 2022 at the hands of Iran’s "morality police." The goal of this policy is to help Iranian nationals already in Canada stay longer as temporary residents.
