Foreign Student Permits Increasing Despite Canada’s Immigration Limits

In 2024, Canada issued more study permits compared to last year, contrary to the government's plans to limit the number of temporary residents, including international students. This increase is particularly significant among Indian students, who make up a large part of Canada's international student community.

Despite Canada's plans to restrict temporary residents, including international students, recent data from Immigration, Refugees and Citizenship Canada (IRCC) paints a different picture. The numbers reveal an increase in study permits issued from January to April 2024 compared to the same period last year. Specifically, Indian students have seen a notable rise, with 81,260 study permits issued in early 2024, up from 72,750 in 2023, constituting about 43% of all international students in Canada.

In 2023, Canada issued a total of 682,430 study permits, with Indian students accounting for 278,335. As of now in 2024, out of 216,620 study permits issued, Indians have received 91,510, according to Hindustan Times. Despite IRCC's announcement in January to cap study permit applications, aiming for a 35% reduction compared to last year, the actual numbers are challenging this target.

Immigration Minister Marc Miller's goal to decrease temporary residents by five percent over three years was revealed on March 21st, yet May statistics showed a slight decline compared to the previous year. High housing costs continue to drive these measures, affecting Prime Minister Justin Trudeau's popularity. Despite efforts, international student permits have increased from 165,805 in early 2023 to 187,510 in early 2024, indicating a complex relationship between economic strategy and educational barriers.

While May saw a decrease in study permits issued overall, from 34,400 in 2023 to 30,490 in 2024, Indian student numbers also dropped from 13,055 to 10,560. The Canadian government faces ongoing challenges in balancing immigration policies with domestic concerns like housing affordability, influencing their evolving approach to temporary residents and student permits.
