Canada’s New PR Pathway for Home Care Workers Opens March 31

Canada will launch a new permanent residency program for home care workers on March 31, 2025.

Canada is launching a new permanent residency (PR) program for home care workers on March 31, 2025. This program aims to fill the rising demand for caregivers by offering them a direct path to PR. It is a golden opportunity for individuals already working in Canada or those planning to move there for caregiving jobs.

About the Program
The Home Care Worker Immigration Pilots (HCWIP) has two main categories:

  • Child Care Pilot: For workers providing in-home child care, such as nannies.
  • Home Support Pilot: For caregivers assisting seniors, people with disabilities, or individuals needing home support.

The program will initially accept applications only from candidates who are already working in Canada. The government will review and reset the application limit on March 31, 2026.

Application Caps and Streams
The program will accept a total of 5,500 applications in 2025, split evenly between the two pilot streams. Here’s how the application cap breaks down:

  • Child Care Pilot: 2,750 applications.
  • Home Support Pilot: 2,750 applications.
Each stream will reserve 125 online spots and 15 alternate format slots (e.g., paper or braille) for out-of-status and unauthorized workers.

Eligibility Requirements
To qualify, applicants must meet the following conditions:

  • Residency: They must be living in Canada with valid status. Temporary absences (such as short vacations) are allowed if they can prove Canada is their main residence.
  • Work Authorization: Candidates need full-time work permits for non-seasonal jobs.
  • Language Skills: Applicants must score at least level 4 in English or French on language tests like IELTS or CELPIP.
  • Education: Candidates must have at least a Canadian high school diploma or an equivalent foreign qualification, which must be verified through an Educational Credential Assessment (ECA).

Work Experience and Training
Applicants must have at least six months of relevant caregiving experience within the last three years. This can include:

  • Child Care Pilot: Working as an in-home nanny.
  • Home Support Pilot: Providing home-based care for seniors or people with disabilities.
Alternatively, applicants can qualify with six months of full-time post-secondary training in caregiving.

A Second Chance for Out-of-Status Workers
Out-of-status workers in Canada will have a chance to apply under a public policy stream. To qualify, they must:

  • Have entered Canada legally before December 16, 2021.
  • Have remained in Canada continuously.
  • Have previously held a valid work permit.
This pathway offers hope to individuals who lost their status or worked without authorization.

Valid Job Offers and Wages
To apply, candidates need a valid job offer from a Canadian employer. The job must:

  • Be full-time (at least 30 hours per week).
  • Pay at or above the median wage for the region.
  • Clearly outline duties and responsibilities.
No Labour Market Impact Assessment (LMIA) is required for this program.

Conclusion
The new PR pathway for home care workers offers a fantastic opportunity for caregivers already in Canada. It also gives hope to out-of-status workers seeking to regularize their status. With the program opening on March 31, eligible candidates should prepare their applications quickly.
