The Home Child Care Provider Pilot, inaugurated in June 2019, stands as one of the caregiver pathways meticulously tailored for foreign nationals boasting work expertise in NOC 4411. The application window for this pilot initiative will entertain a maximum of 2,750 primary applicants annually, extending to include their immediate families.

Eligibility Criteria

This initiative streamlines the entry process for Home Child Care Providers into Canada, offering them temporary work permits initially, with the option to transition to permanent residence status upon accumulating sufficient work experience.

What does the Pilot offer?

The program is designed to address two pivotal issues identified in past caregiver frameworks:

  • Job Mobility: Traditionally, caregiver programs have come under scrutiny for restricting caregivers to specific families, potentially fostering environments susceptible to workplace abuse. The new pilot initiatives aim to empower caregivers with the flexibility to switch employers more easily, thus mitigating such concerns.
  • Family Accompaniment: Historically, previous caregiver programs often imposed limitations on the ability of spouses/partners and children to accompany the primary caregiver to Canada. Under the revamped framework, family members now have the opportunity to join caregivers and can even apply for open work permits and/or study permits.

Other options for caregivers

Complementing the Home Child Care Provider Pilot, the government has concurrently introduced the Home Support Worker Pilot. While sharing similarities, the Home Support Worker Pilot is specifically tailored for individuals with experience in NOC 4412, distinguishing it from the NOC 4411 focus of the Home Child Care Provider Pilot.

Eligibility Criteria

Aspiring applicants must diligently meet the following stipulations:

1. Job Offer

Eligible candidates must secure a bona fide job offer in Canada at the time of their work permit application, ensuring a smooth transition into the workforce upon arrival.

2. Work Experience

With the issuance of a work permit, caregivers can embark on accumulating the requisite two years of mandatory work experience, laying the groundwork for their subsequent application for permanent residence in Canada.

3. Language Proficiency

As a vital benchmark, eligible candidates must demonstrate proficiency at Canadian Language Benchmark level 5, ensuring effective communication and integration into Canadian society.

4. Educational Background

Applicants are required to furnish evidence of completion of at least one year of Canadian post-secondary education or its foreign equivalent, underlining their commitment to ongoing personal and professional development.
