Immigration, Refugees and Citizenship Canada (IRCC) has expanded the range of fields eligible for the Post-Graduation Work Permit (PGWP) program, offering more opportunities for international students to work in Canada after completing their studies. As of December 17, 2024, the IRCC has included additional fields under the PGWP-eligible list, focusing particularly on areas like early childhood education and developmental services.
Prior to this update, IRCC's list of eligible fields was separated into five broad categories: Agriculture and Agri-food, Healthcare, Science, Technology, Engineering, and Mathematics (STEM), Trade, and Transport. With this new change, a sixth category, Education, has been added, expanding the program's reach to those graduating from specialized educational programs.
The PGWP is an open work permit that allows international graduates to work for most employers in Canada after completing an eligible program at a designated learning institution. The work permit can last from eight months up to three years, depending on the length of the completed program. This work experience is invaluable, as it can open doors for applicants to apply for permanent residency in Canada, particularly through the Canadian Experience Class (CEC), which helps boost scores in the Comprehensive Ranking System (CRS) for immigration.
Newly added to the PGWP-eligible list are several programs in the education field, which includes programs such as developmental services worker, Montessori and Waldorf/Steiner teacher education, early childhood education, child development, and child care management. These additions align with Canada's growing demand for professionals in these sectors, aiming to address long-term labor shortages.
For international students, there are some important requirements. Since September 2024, IRCC has required international students to graduate from programs connected to occupations in shortage to qualify for a PGWP. However, this requirement doesn’t apply to graduates of bachelor’s, master’s, or doctoral programs at universities. It specifically targets students completing college programs and vocational courses.
Students who applied for study permits before November 1, 2024, are exempt from the new field of study requirements. But for those applying after this date, the updated rules will apply. This is one of the several measures introduced by the IRCC in 2024 to better align Canada’s immigration system with labor market needs.
In addition to the field of study requirements, IRCC also imposed a new language requirement for PGWP eligibility, varying depending on the level of study completed by the international graduate. These changes reflect the government’s ongoing efforts to enhance the post-graduation experience for international students and ensure they are prepared to contribute to Canada’s workforce.
