Manitoba Provincial Nominee Program (MPNP): International Education Stream

The Manitoba Provincial Nominee Program (MPNP) is an immigration pathway that allows the province of Manitoba to nominate individuals who meet specific criteria to apply for permanent residence in Canada. The International Education Stream (IES) is a part of the MPNP that caters to international graduates of Manitoba educational institutions who have the skills and experience to contribute to the province's economy.

The IES offers three pathways for international graduates:

Career Employment Pathway

This pathway is designed for international graduates who have obtained a post-secondary degree or diploma from a Manitoba institution within the past three years. To be eligible, applicants must:

  • Have a full-time job offer of at least one year in an in-demand occupation from an eligible employer in Manitoba
  • Meet the minimum language requirement of Canadian Language Benchmark (CLB) 7
  • Have sufficient funds for a six-month period or be employed in a full-time long-term position in Manitoba
  • Be living in Manitoba at the time of application

Graduate Internship Pathway

The Graduate Internship Pathway is for international graduates who have completed a master’s or doctoral degree from a Manitoba institution within the past three years. Applicants must:

  • Have completed a Mitacs Elevate or Accelerate internship (including Accelerate Entrepreneur) within an eligible industry and research enterprise in Manitoba
  • Meet the minimum language requirement of CLB 7
  • Have sufficient funds for a six-month period or be employed in a full-time long-term position in Manitoba
  • Be living in Manitoba at the time of application

International Student Entrepreneur Pathway

This pathway provides an opportunity for up to 20 international graduates of Manitoba learning institutions to become entrepreneurs in the province.
Applicants must:

  • Submit a business plan
  • Operate the business daily in Manitoba for at least six months before being nominated
  • Own at least 51% of the business
  • Meet the language requirement of CLB 7
  • Have completed a full-time post-secondary education program in Manitoba that is at least two years long
  • Be between 21 and 35 years old
  • Have sufficient funds for six months
  • Have a valid open work permit or Post-Graduation Work Permit (PGWP)
  • Have lived in Manitoba since graduation and intend to continue living in the province
  • Sign a Business Performance Agreement once the application is approved

The application fees for each pathway are:

  • Career Employment Pathway and Graduate Internship Pathway: CAD 500
  • International Student Entrepreneur Pathway: CAD 2,500

The processing time for all pathways is approximately six months.

To apply for the IES, candidates must first submit an Expression of Interest (EOI) by completing a series of questions online. Based on their answers, they will receive a score. The highest-scoring candidates may then be invited to submit an MPNP application. If successful, they will receive a provincial nomination from Manitoba, which they can use to apply directly to the Canadian federal government for permanent residency visas for themselves and their families.
