Quebec Extends LMIA Suspension, Adds Laval to Affected Areas

Quebec will keep its LMIA suspension for low-wage jobs in place until November 2025.

Quebec has extended its ban on Labour Market Impact Assessments (LMIAs) for low-wage jobs under the Temporary Foreign Worker Program (TFWP). The suspension, which was originally set to end in March 2025, will now continue until November 30, 2025. The province has also expanded the restriction to include Laval, starting March 3, 2025.

Jean-François Roberge, Quebec’s Minister of Immigration, Francisation, and Integration, made the announcement on February 27, 2025. This move is part of the province’s effort to control temporary worker admissions and prioritize local employment.

Who Will Be Affected?

This suspension applies to:

  • Jobs paying below $27.47 CAD per hour in Quebec.
  • Jobs located in the Montreal or Laval administrative regions.

Employers should not submit LMIA applications for positions meeting these criteria, as they will not be processed.

Who Is Exempt?

The suspension does not apply to employers hiring in key industries, including:

  • Agriculture
  • Construction
  • Food processing
  • Education
  • Health and social services

Additionally, LMIA applications that were approved or submitted before September 3, 2024, remain unaffected.

Quebec’s Recent Immigration Changes

Quebec has been tightening its immigration policies in recent months. The province is now considering temporary resident admissions when setting immigration targets. On the same day as the LMIA suspension extension, Quebec also announced a cap on international student applications.

In 2024, several changes were introduced affecting immigrants, international students, and temporary workers. These measures aim to regulate the number of people entering the province under temporary programs.

Federal Government’s LMIA Restrictions

Quebec’s move aligns with recent federal policies. On September 26, 2024, Canada’s federal government halted LMIA processing for low-wage TFWP jobs in areas with an unemployment rate higher than 6%.

This policy is reviewed quarterly, with the next update scheduled for April 4, 2025. Exceptions exist for food security industries, such as agriculture and food processing, as well as healthcare and construction.
