Yukon Introduces New System for PR Nominations

Yukon now uses an Expression of Interest system for PR nominations.

Yukon has introduced a new way to process permanent residency (PR) nominations. Employers and foreign nationals can no longer apply directly to the Yukon Nominee Program (YNP). Instead, they must now go through an Expression of Interest (EOI) system.

Under this updated process, employers need to submit an EOI form with details about the foreign worker they want to nominate. The YNP will review all EOIs, choose the most qualified candidates, and invite them to apply for territorial nomination. This change makes it harder to get a PR nomination, as only selected candidates can submit full applications.

Key Dates and Process
The EOI intake opens on March 31, 2025, at 9:00 AM Yukon Standard Time (YST) and closes on April 22, 2025, at 4:30 PM YST. During this period, employers must submit their EOI forms.

Once the intake period ends, YNP officials will assess the EOIs and invite top candidates to submit full applications. This invitation-based system replaces the previous first-come, first-served model.

Who Will the YNP Prioritize?
The YNP will focus on candidates who meet the following criteria in 2025:

  • Those living and working in Yukon for at least one year
  • French-speaking candidates
  • Graduates from Yukon University
  • Candidates with a Temporary Measure Letter of Support

Temporary Measure Letter of Support
Certain foreign workers can apply for Yukon-supported work permits valid for up to two years. To qualify, candidates must:

  • Have been working and living in Yukon as of May 16, 2024
  • Hold a work permit that expired after January 1, 2025, or will expire before December 31, 2025
  • Have a Yukon employer willing to nominate them for PR through the YNP in 2025 or 2026

The intake for this work permit program started on March 19, 2025, and will remain open until April 2, 2025, at 4:30 PM YST.

Why the Change?
The federal government has reduced the number of nominations Yukon can issue in 2025. This year, the YNP can only nominate 215 candidates, which is half the number from 2024.

Due to the limited spots, the YNP introduced the EOI system to prioritize the best candidates instead of accepting direct applications. This change allows them to focus on quality rather than speed.

The reduced allocation aligns with the federal government's decision to lower the number of permanent resident landings through Provincial Nominee Programs (PNPs) by 50% under the 2025-2027 Immigration Levels Plan.
